was like it is today. Shays Rebellion occurred in 1786 and lasted through 1787 (Miller and Faux 170). Between 1797 and 1798 there were envoys sent to France, but
the French told the Americans they would have to use bribery, and this was something they would not do (192). The newly created U.S.A. was feeling its way and becoming
a country to reckon with. The Bill of Rights was ratified in 1791 (171). With a Constitution and the first ten amendments to boot, America was well on its way
to becoming a great country. In 1786, George Washington would become the nations first president (Miller and Faux 171). During the War of 1812, James Madison was president and in
between Washington and Madison were Adams, Jefferson and Monroe (174). From the countrys inception until the War of 1812, there were many changes that the country would experience and America
would grow up. Part of growing up would entail hashing out ideas. America was young and idealistic, but there were serious divides. One concerned the concept of states rights versus
the rights of the federal government, which is an argument that continues today. There does seem to be a great divide between people as it respects the rights of
individual states and the federal government. To that end, the rivalry between Thomas Jefferson and Alexander Hamilton is legendary. Jefferson did not trust federal government, and he saw that it
was akin to being an enemy of individual liberty (Sarracino 226). This is how many libertarians feel today, as well as people on the fringes of society who are all
