Housing Policy Housing is one of the most obvious areas where more affluent individuals have many advantages over less fortunate individuals with lower
incomes. Obviously, there is an indisputable inequality gap between the very rich of this country and the very poor. There is also a gap, however, between the middle
and lower class American. That gap is most obvious in regard to the types of housing that these people occupy. Housing policy can, of course, lessen that gap
if it is effectively designed and administered. The unfortunate fact in todays world, however, is that is seldom the case. In the worst-case extreme this can cause homelessness
among the poor. At the very least, improperly designed and administered housing policy can result in inadequate housing for our nations less advantaged.
To illustrate the above contention we have only to look at a couple of communities. What we find is that inadequate housing is not one-hundred percent associated with
unemployment. Instead, it is associated with inadequate employment and with the indiscriminate allotment of funding to inner-cities that occurs in the absence of an address of the real problems.
Inadequate housing is associated with many problems and in many cases these problems are all interrelated. Inadequate housing can even be a limiting factor in an individuals inability
to secure adequate wages. What results is a vicious circle where one element of the circle precludes the other. In one study
conducted in Santa Cruz County California involving 811 homeless individuals, for example, thirty-two percent were employed in either full or part-time employment (Applied Survey Research, 2005)! The problem was
