is seen not only as a necessity, but as a basic right. The welfare state is meant to intervene and provide shelter to those who are homeless. In any area
where there have been large numbers of refugees camps are set up with tents and in shanty towns, such as those seen in South Africa or Mexico any waste
material with the potential of creating shelter are utilised. In terms of development and motivation the drivers of the need for food and shelter are the most basic motivators when
seen in the context of Maslow and his hierarchy of needs, where shelter is a lower need, and Hertzberg where housing or shelter is a hygiene factor. Housing is
also an indicator of social status which has a lasting impact on children. Many lessons were learned regarding housing policies during the nineteenth century, where poor and dense housing conditions
aided the spread of disease and create or maintained social barriers. This creation of barriers and problems associated with conditions and barriers was and is true in all areas of
housing, from social housing and private rented areas to more affluent privately owned up market areas. Today housing still plays a very
important role. The community in the UK is mixed, following the decades of immigration the multicultural society but many social barrier still exist, not only between classes but also
ethnic groups. The needs of the different communities within the society are often overlooked with the majority concerns being adopted as the basic paradigm on which housing policy is based.
