establishing an effective and credible Second Chamber in the British parliamentary system, it is useful to look briefly at the historical background to the Lords, which helps to set the
current reforms in context, and the structure and function of the Second Chamber in the UK and other countries, before assessing in detail the proposals set out in the White
Paper itself and the reactions which these proposals have elicited from both politicians and the public. One of the reasons why reform of the Lords is such a complex procedure,
and one which has led to vociferous debate especially over the past few years since the inception of the current Labour government, is because the Houses structure and powers are
not defined within the parameters of a written constitution, as is the case in other countries such as the USA and Australia, but has evolved over hundreds of years.
It is true that reforms have taken place during that time, and that the current composition of the
Lords is not the same as it was even a century ago: however, in order to understand why issues such as the hereditary peerage, the separation of powers and the
level of representation within the House have persisted as matters for debate and legislation for so long, it is helpful to consider the origins of the institution and some of
the ways in which it has developed since its precursors of early medieval times. It then becomes rather more clear why there has been so much resistance, both amongst the
