As organizations become fully dependent on electronic communications and records, and particularly since the terrorist attacks of September 11, 2001, security of all types has become an issue addressed by more than only relatively obscure security departments in organizations. The very essence of developing an effective security policy is dependent in great extent to the level of risk that exists. It has been demonstrated repeatedly that network and computer administrators face the threat of security breach each day. Building security is less predictable, and requires an understanding of potential threats to building security and potential problems relative to the public nature of hospital organizations. Those responsible for forming and implementing security management policy must be aware of the types of risk faced by the organization and then control for contributing factors. Risk and Control Any security policy and training program implemented in a hospital organization must relate the specifics of risk and control. Arriving at a specific definition of risk that can fit all situations is not possible because of all the variations of risk within the hospital organization. Broadly, risk can be defined as any threat to maintaining standard operations or a threat to the protection of rights of patients. Because hospitals vary significantly from other business organizations both in their underlying purpose and their financial motives, risk management commonly refers to the protection of the organization from external threats and internal problems.
