ABSTRACT Homelessness is a growing problem in the United States. A significant percentage of the homeless are mentally ill.
Although the precise number of the homeless population that is mentally ill is difficult to accurately ascertain, researchers agree that mental illness is a factor that must be addressed if
homelessness for this portion of the population is to be adequately addressed. As might be expected, this task is complicated by the fact that the homeless in general are
often resistant to outside interference. The mentally ill homeless are particular resistant. They are often suspicious of the bureaucratic system and those that represent that system. They
closely guard their autonomy and are unwilling to leave their chosen environment to secure the help that they need. This paper examines those characteristics of the homeless population and
analyzes outreach programs that have had varied levels of success in dealing with mental illness among the homeless. The key characteristics of the successful programs are incorporated into recommendations
