is not the political will that is needed to apply the funds to this problem. There are several problems in resolving the issue, firstly there is a difficulty in defining
the problem and perhaps more importantly there is a misunderstanding of the problem. Often homeless people are perceived as at fault and to blame for their own position, as being
lazy or unwilling to work their way out of that position, they may be seen as dirty and unhealthy spreading disease and there is also a common perception of a
link between homelessness and crime. However in many instances it the problems of homelessness that prevent an individual or family from resolving this situation. IT is difficult to get
a job without a permanent address, without a job there is no healthcare insurance and no shelter or food leads to poorer health. However, even the scale of the problem
is not fully realised and recognised. The first problem is with the ability to assess how many homeless people there are. According to the Stewart B. McKinney Act, 42
U.S.C. ? 11301, et seq. (1994) the definition of a homeless person is one who "lacks a fixed, regular, and adequate night-time residence"(Lexis, 2005). This also includes those who are
in temporary shelters or temporary accommodation even if they are awaiting institutionalisation or those who are living in a place that is not usually used as a residence (Lexis, 2005).
The difficulty is with the way that any figures for the actual homeless population are difficult to count. Counting usually involves counting all those in temporary shelters or
