Inc. by P. Giltman 9/2010 Please Over the past several decades, homelessness has become one of the most pressing and
complex social and political issues the general public has ever seen. In addition, studies show that homeless individuals have a high prevalence of physical illness, mental illness, and substance abuse
tendencies. They also die earlier than the general population. Individuals who are homeless tend to have more severe problems with social and family relationships, employment, and the criminal justice system
compared to homeless individuals without mental illness. Yet while the street homeless reflect a minority of the total homeless population in most urban centers, they are the most challenging group
to engage in services. In fact, compared to other homeless groups, studies suggest that they suffer from a relatively greater severity of mental and physical ill health. To address the
needs of the street homeless, models of street outreach focusing on engagement and provision of basic needs have been complemented, over time, by more comprehensive and costlier programs, offering medical
care and case management, including assertive community treatment. Comprehensive models of street outreach often use a collaborative approach to offer care and services. These individuals, who a high majority are
war veterans, are often seen pushing shopping carts wearing ragged clothes because they are not only without a home but they also lack the financial resources to take care of
themselves. They eat unhealthily because most of their food comes from what people throw away. They are usually seen begging for change and in many cases some sort of mental
