has five missions: to secure the country from terrorist threats and to enhance security; to secure the countrys borders; to enforce immigration laws; to secure cyber networks and their infrastructure;
and to develop and build resilience to disasters (Department of Homeland Security, 2012). One of the departments strategies has been to build international partnerships that share information, such as the
partnerships with Great Britain, Europe, and Canada. Specific defensive strategies include gathering, sharing, and analyzing intelligence, which leads to an offensive strategy that disrupts the planned threats. Another major
goal is to prevent the acquisition and use of deadly chemical, biological, radiological, and nuclear materials (CBRN) (Department of Homeland Security, 2012). Releasing contagious biological chemicals that can cause pandemics
