as well as preventing terrorist activity. Directive 1: The value of such a monumental program as national security requires the unfaltering cooperation of all federal, state and local agencies; to
be without the committed presence of any one of these critical components is to realize just how fragile the proverbial chain becomes with but a single weak link. The
level of involvement from all entities is illustrated by the first directive that effectively brings together vital leaders to assemble policy and monitor its progress (U.S. Department of Homeland Security,
