Health Care is a multifaceted arena which varies somewhat according to its specific application. While this variation is indeed a reality in between some aspects of health care,
there are often inaccurate perceptions of differences between certain delivery mechanisms in particular. There are often inaccuracies, for example, in the differences which are perceived between home health care
and public health care. In reality, these two health care delivery mechanism share more similarities than differences. Obviously, however, there are valid concerns about continuity of care across
hospital community boundaries. There are differences inherent, for example, in tending to the patient in the organized environment of the hospital verses the home. There are even more
differences inherent in caring for special populations such as the indigent population. These differences are all largely overshadowed, however, by several commonalties and driving mechanisms of health care.
Many of the differences which we perceive between different health care environments are attributable to quality control and funding concerns. The United States
in particular is taking a number of steps to ensure quality healthcare irrespective of culture. The Joint Commission for the Accreditation of Healthcare Organizations is one organization which has
had a definitive impact on the quality of care being provided across the nation (Messner, 1998). In 1992, for example, this organization issued a mandate that all hospital chief
executive officers become familiar with CQI (Messner, 1998). This in combination with patient demand for improved quality in health care delivery has resulted in the health care industry making
definite progress in management philosophy improvement (Messner, 1998). The implementation of continuous quality improvement has been central to this progress (Messner, 1998).
