This paper discusses some of the measures taken by the federal government and U.S. citizens to mobilize for war. Discussion World War II officially began in 1939
with the German invasion of Poland, although Hitler had negotiated, coerced or forced German rule on much of Europe before he actually committed his forces to armed conflict. Americans
watched the aggression in Europe with horror, but also with the hope that somehow they could avoid becoming mixed up in it. The point is that most people knew
that war was coming, and the more realistic of them must also have realized that America would be involved. But there was a strong pacifist movement that had to
be overcome before Americans would willingly go to war. The pacifist movement was shattered on the morning of December 7, 1941, when the Japanese bombed the American fleet at Pearl
Harbor, Hawaii. "The attack on Pearl Harbor evoked an outpouring of rage against Japan and effectively quashed much opposition to U.S. intervention" (Faragher et al., 2000, p.756).
President Franklin Delano Roosevelt (FDR) set the tone by calling upon all Americans "to make the nation an arsenal of democracy" (Faragher et al., 2000, p. 756). The nation
was still mired in the Depression in 1940 when Roosevelt made the speech, and almost overnight things turned around (Faragher et al., 2000, p. 756). Factories that had been
idle were retooled for war production, and the economy began to rebound; the federal government poured energy and money in the war effort and ordinary Americans did the same (Faragher
