has increased slightly in recent years, the number of individuals who have reduced their electricity use through the use of alternative energy production methods has more than doubled. Environmental awareness
has shaped the way in which homes are produced and the integration of methods for electrical production through renewable resources, including wind power and solar power generators. These types
of "clean" energy production reduce dependence on electricity, which is commonly fueled by fossil fuel or nuclear power plants. Because of the awareness of the limits of fossil fuel
availability, many utility companies have offered users of alternative power a means of "banking" their excess power by supplying their excess energy to the grid, thereby allowing them to withdraw
energy later without a cost to them. This type of arrangement between power utilities and environmentally conscious homeowners has been recognized as a successful method of reducing dependence
on fossil fuels. Unfortunately for many, the cost of installing the types of systems necessary to participate in this type of program is prohibitive. Many homeowners cannot afford
the equipment necessary to harness solar or wind power. Research suggests that while the initial output for this type of equipment can be costly, the cost savings over time
could equal out. More importantly, though, the use of this type of equipment would have a marked impact on the overall dependence on unclean power, on power produced by
fossil fuels and nuclear power. What is interesting to note, though, in the midst of assessments of this kind of home energy production is that there is little in the
way of legislative support or relief for individuals who chose to take on the expense of producing energy through clean resources. Though Representative Jay Inslee (a Democrat from Washington)
