Diabetes has reached epidemic proportions in many areas of the country (New York City diabetes rates reach epidemic levels, 2003). In 2002, the total cost (direct and indirect) of
diabetes in the US was $132 billion (Hogan, 2003). That total is expected to increase to $156 billion by 2010, and to $192 billion by 2020 (Hogan, 2003).
One of the leading risk factors for diabetes is obesity, which at more than 30 percent of all US adults also has reached epidemic
proportions in the US (Obesity in OECD Countries, 2005). Obesity itself claims a significant percentage of health care spending. As of early 2005, "healthcare costs in the United
States that can be attributed to obesity were recently estimated at US$75 billion per year" (Obesity in OECD Countries, 2005). This figure represents about "5 percent of total health
spending in the US or 0.7 percent of GDP" (Obesity in OECD Countries, 2005). Because obesity is a direct risk factor for diabetes, increased attention to obesity also should
have beneficial effects on incidence of diabetes. Increased Spending as Solution One of the goals of the health care industry today is to
decrease costs, which seems to be counter to increasing spending. Increasing spending on diabetic screening and testing, however, can have the effect of avoiding many higher costs in the
future on an individual basis. Many individuals with blood glucose levels high enough to damage organs are unaware of their diabetes; more extensive screening can identify these individuals before
