presents an overview of the history of public administration and then examines how one could become a better manager. History of Public Administration One author offers up the
beginning of public administrative history in the conditions of Moses stating that in 1491 B.C. Moses, in relationship to the exodus from Egypt, "followed the recommendation of Jethro, his father-in-law,
that he delegate authority over the tribes of Israel along hierarchical lines" (Highlights in the History of Public Administration, 2006). Then, in 400 B.C. Plato understood management as something separate,
as an art, that "promoted principles of specialization" (Highlights in the History of Public Administration, 2006). Alexander the Great utilized the management principle concerning line and staff to essentially prove
victorious in conquering the known world (Highlights in the History of Public Administration, 2006). In more recent times the author notes that
in 1776 Adam Smith "Began his great economic work, Wealth of Nations, by discussing the principle of specialization" and then in 1789 George Washington began taking men who had
served in the Revolutionary War and employed them in civil service positions in the government (Highlights in the History of Public Administration, 2006). In 1801 Thomas Jefferson "Began the spoils
system in U.S. Government employment" and in 1829 Andrew Jackson extended that system within the government employment field (Highlights in the History of Public Administration, 2006). Then in 1887 Woodrow
