Terrorism has wielded an impact in world affairs since the beginning of history. While there are important distinctions between earlier
acts of terrorism and that we are witnessing today, there are also many similarities. Even a brief look into political terror throughout history can teach us volumes about the
challenges posed by contemporary terrorism. Unfortunately, there is no internationally accepted definition of terrorism. Without such a definition it is
difficult or even impossible to put in place policies and laws that will affect international cooperation and the ultimate reduction or elimination of terrorism. Acts of terrorism can be
loosely defined as acts perpetrated against citizens to instill terror, as acts that are committed by non governmental bodies or representatives.
Terrorism is something that a relatively small group of people inflict on the world. It is something that exists outside typical governmental organization and that instead is committed by non
governmental bodies or representatives. According to Noel Chomsky, US code and US army manuals define terrorism as "the calculated use of violence or the threat of violence to
