The concept of health economics as dedicated class of economic studies has emerged and matured during the twenty century, emphasized by an increasing population and growing healthcare demands (Sloan and Hsieh, 2012). However, the underlying concept of how healthcare is provided and paid for is not new. To appreciate the development of health economics and the way healthcare is funded it is possible look at the subject from an historical perspective with reference the way that the high level of demand can be supplied in a manner that is affordable. A key concept in health economics is the idea of who pays for healthcare. The idea of pooling resources is a common model, seen in many different approaches to healthcare funding, including influence and the universal healthcare systems. One of the earliest examples of healthcare economics can be seen in Ancient Greece, where some city states had tax funded physicians which allowed access to medical care for citizens (Braverman, 2009). The same civilization also had funeral societies, the societies initially were formed to take payments from members to pay for funeral costs, but extended to provide reliefs for a number of social issues, including healthcare (Braverman, 2009). While this occurred millennia ago, it is the first recorded use of pooled payment systems to proved healthcare. There are many examples of similar societies in medieval Europe provided through the different craft guilds and their welfare funds (Braverman, 2009). It was found that pooling the resources would provide a way of meeting the demand when it arose. The idea of government involvement, pooled resources and compulsory membership of a scheme was first seen the US in the eighteenth century.
