Numerous attempts have been made over time to bring certain economically deprived regions and people into step with mainstream America. One of these steps has been government set-asides, programs where certain minorities, women, and service-disabled veterans are given a leg-up in historically underutilized business zones or so-called HUBZones. The hope, of course, is that this will not only help the individuals specicfically targeted by the programs but also help invigorate areas that have fallen into economic decline. There are numerous issues, however, associated with the creation of such programs. One of the more predominant of these issues is the increased propensity for reverse discrimination that sometimes results. A critical component of the HUBZone plan is Empowerment Contracting (Office of Small and Disadvantaged Business Utilization). Empowerment contracting revolves around the idea that if small disadvantaged businesses were awarded preferences in terms of procuring Federal contracts those businesses could be given the leverage that was necessary to pull themselves and the area that they operated in up by the bootstraps and place themselves firmly on a path toward economic success (Small Business Association). The Small Business Association observes: "Fostering the growth of these federal contractors as viable businesses, for the long term, helps to empower communities, create jobs, and attract private investment" Although the terminology "HUBZone Empowerment contracting" came about with the Small Business Reauthorization Act of 1997 (and the final rule wording with the June 11, 1998 edition of the Federal Register), the concept of urban empowerment zones was an older one.
