The following evaluation of this problem attempts to outline the dimensions of the problem using demographic statistics and then discusses how the problem has thus far been addressed by public school and city officials as well as proposed solutions that have been presented in related literature. While not addressing the local problem specifically, articles in the local newspaper, the Toledo Blade, have addressed the problem of high school dropouts in general for the state of Ohio, and discussed its significance in economic terms. A local reporter states that according to a report from the Alliance for Excellent Education, 1.2 million high school students failed to graduate in 2004, which will cost the nation $325 billion in "wages, taxes and productivity" over the course of these students working lives (Russell). In Ohio, there were 47,000 adolescents who dropped out of high school in 2004 (Russell). Unless these students return to school at some point in their lives, this translates into the state losing $12 billion (Russell). U.S. Census Bureau figures substantiate that over the course of a lifetime, the differences in wages between people at various education levels is substantial: high school, $1.2 million; bachelors degree, $2.1 million (Russell). According to the National Center for Education Statistics, the average dropout rate for Ohio high schools during the 2000-01 school year was 3.9 percent (Balistreri). On average, however, higher dropout rates have been experienced in large urban areas (11.3 percent on average) (Balistreri). This statistic applies to the North Toledo area.
