job, this is likely to be undertaken in a formalised manner with the staff working in different departments so they are trained in the different tasks and jobs. Where this
occurs there is also a greater level of interdepartmental communication achieved and the greater understanding and therefore empathy of the way that other departments work. Training also allows for a
greater level of career development and the potential of a career ladder. Here cross training is seen as good for both the business and the employee. If we look
at the low road there is also a desire for flexibility in the way that staff can be used, but the way in which it is undertaken is not with
the culture or attitude of investment in staff, but as a cost cutting measure, seeing it as cheaper and more efficient to have staff that can work in different areas.
This means a less formalised training programme were there is not a commitment to the employees, just a commitment to the business and to run it efficiently. Here there is
the emphasis on maximising the potential of disposable labour. Question 2 There is a way of improving service delivery which starts with ensuring that thee staff are well trained.
