of war, and an indictment of those who wage war. The book is the story of Major Victor Joppolo, an American of Italian extraction who is assigned as the administrator
of the town of Adano, Italy, in the wake of the American invasion. The Second World War is still raging, and the Italians are enemies, but Joppolo doesnt see
them that way. He looks beyond the politics to the people, and sees the warm-hearted Italian peasant stock from which he came. Indeed, when he first lands at
Adano, he leans down, touches the dock, and says, "This is like coming home" (Hersey 3). He doesnt see enemies, only poor people who have suffered for years until
Fascist oppression, and he determines to make their lives better. He not only wants to be liked, he wants them to understand that Americans are not like the Italian
Fascists or the Nazis; they value human life, freedom and democracy. But Joppolo is up against others, mostly in the U.S. Army, who are not noble and understanding. General
Marvin is one such person. He is overbearing, impulsive and stupid, but he has a great deal of power. He screams at his subordinates, yells at the Italians,
and goes so far as to shoot a peasants mule when it wont get out of the road so he can get through. He cloaks his foul temper and
his stupidity in patriotism, yelling that if the roads are blocked by donkey carts, it will cost American lives. He screams, "Do these goddam Italians think theyre going to
stop a bunch of goddam tanks with a bunch of goddam wooden carts?" (Hersey 50). The fact that there is no column of tanks following the general is entirely
