in the United States with a focus on creating educational and public health responses to these problems. In the older adult population (over 50), the mortality rate from heart
disease, hypertension and stroke nearly doubles when compared to populations between 35 and 50 and triples in comparison to people under the age of 35 (Burt et al, 1995).
As a result, putting into place a public health directive under Health People 2010 called Healthy Heart/Stroke Free for the community of Taunton, Massachusetts is one component of a plan
to decrease the risk factors for stroke (See Meissner et al, 1999). Area of Need for the Population In the states of the Northeast, including Massachusetts, Maine, New Hampshire,
Vermont, Rhode Island and Connecticut, heart disease and stroke kill over 90,000 people each year (American Heart Association, 2000). That figure amounts to more than both diabetes and cancer
deaths combined (American Heart Association, 2000). Heart disease, then, is the number one killer and stroke is the number three killer of people in New England (American Heart Association,
2000). At the same time, nearly 59 million Americans are suffering from some kind of heart disease or risk factor for stroke, including hypertension and hardening of
the arteries (American Heart Association, 2000). In conjunction, the United States pays out nearly $287 million for cardiovascular disease-related medical costs and disability and expends considerably in terms
