was aimed at transforming the economy which has increased the strength of that economy, it is as a direct result of these reforms, which have included liberalizing trade policies, that
have created massive changes and challenges and changes in the healthcare sector (Diep, 2008). The change has effectively seen the breakdown of the former system that which was often inadequate
and limited, but ensured that all citizens would receive some medical care with a system that is increasingly privatised. Under the former system the frontline care was provided by
local barefoot doctors who had minimal training in western and traditional, medicine at the front line in the communities referring on more serious cases. The healthcare offered in the mid
1970s and into the 1980s saw almost universal coverage of healthcare services provided, inline with the community ideals there was a concept of equal access. 90% of the Chinese citizens
were covered by healthcare either though state owned enterprises which provided medical insurance, or through the rural collectives (Wen, 2009). It was also cost effective as the government had to
only provide 10% of the healthcare costs, the remaining costs provided for by the employers (Karvounis, 2008). The market reforms that has increased
the liberalization of trade has resulted in major changes to these two suppliers, where the state owned enterprises and cooperatives have either been dismantled or downsized in order to create
a competitive market environment. However, this has resulted in increasing numbers of the population without any medical coverage, million have lost their health benefits, and the Chinese government had not
put alterative arrangements in place, or implemented a suitable safety net (Wen, 2009). By 1997 it was estimated that only 10% of rural farmers had any healthcare coverage (Karvounis, 2008).
