and a minimal standard of care rather than the delivery of health care services? Although there is no definitive, correct answer to
this question, one can approach it from the point of view, "what does the government do best between the two?" Insofar as the actual delivery of health care services,
it is clear that Americas capitalistic system has provided one of the best health care systems in the world. There are more medical innovations, more discoveries by American doctors,
and more research and development of new drugs and techniques than there is anywhere else in the world. Part of this is due to the fact that physicians are
paid very well in this country, attracting some of the brighter, harder working individuals to the field of medicine (Parker-Pope, 2010). Although government-paid physicians constitute a significant percentage of
doctors (as well as nurses and other paramedical personnel) public health service, and veterans affairs hospitals, it is still the physicians in private practice that have been on the cutting
edge of medical advancement. This has been echoed by several of the medical doctors, such as Bill Frist of Tennessee who stated that it is vital to keep the
private sector active and viable to allow medical advancements to continue. However, when it comes to assuring quality and a minimal standard of care, this is somewhat different. Such
