be a predominantly private provisions with a safety net in place. To understand the starting point may be to look at the morbidly and mortality rates as they will
usually show a positive correlation with income, as income increases the level of ill health decreases and the life expectancy increases (Chang et al, 2005; Jack, 2000). This has been
shown over many centuries and in many counties; poverty is associated with poor conditions such as overcrowding and insanity condition, the lack of financial resources also lead to a lower
ability to access medical care or treatments (Folland et al, 2006; Ishizaki , 2004, Jack, 2000). In the poor areas disease and illness could spread quickly and remain, it
was in the interests of those who were more affluent to control diseases and illness to prevent their spread into other areas of society (Bilton, 2000). Therefore, there was a
case for investment in some healthcare measures to be provided for those who could not provide them for themselves. It was a matter for self interest for those who had
the economic power, self protection in a direct and indirect manner it was not only the direct spread if illness, but also the impact that the loss of workers may
have on required services (Haralambos and Holborn, 2004) This aspect of healthcare ahs remained, even in countries where there are better living conditions than ever before and a welfare state
