to be fulfilled in terms of the contract, however, a wide obligation is also in place. The engineer also needs to remember the different classifications of individuals that may be
effected and the obligation of ensuring their safety. If we look at the Engineering Council guidelines for institution codes of conduct the obligations are clear. The first two clauses
are regarding health and safety, the first states "Prevent avoidable danger to health or safety", and the second stating "Prevent avoidable adverse impact on the environment" (Engineering Council, 2002).
This second may be less obviously promoting health ands safety. However, many environments that are damaged may subsequently become a health hazard or risk. This code also places in individual
obligation as well as a more general obligation on the profession. We may also argue that the emphasis falls to the engineer designer as they are in the best
position to realise the impact and change the design. This may require an innovative process, but the council, as a governing body also places emphasis on the role of ongoing
training and self improvement. Even if we look at commercial models for the way an organisation develops, such as shareholder wealth maximisation or corporate wealth maximisation, both understand the need
for safety considerations even here these had a financial cost (Chryssides and Kaler, 1993). Many engineers may work on set contract be self employed consultant, or be employees, but the
same models will apply. As a final consideration, if safety was not considered on a project, and this then cost lives, how would the engineer feel, designing a product/system service
