these factors because they all interconnect. An individual cannot utilize health care effectively without first having access to health care and these factors are necessary prerequisites for effective prevention. However,
if forced to choose, this writer/tutor would rank them, from the least to the most important, as prevention, utilization and then access to health care as the most important factor.
This ranking is based on the concept of which aspect of health care must come first. Individuals must have access to health care before they can utilize it in
order to prevent such consequences as infant mortality. Read and Troendle (1997) indicate in their study of infant morality, which examined the period 1983 through 1987, that infectious diseases are
a significant cause of infant mortality. This empirical research shows that infectious disease constituted an underlying cause of death for over 16,000 infants during the study period. This statistic
provides a good case-in-point, in that the goal would obviously be the prevention of disease and/or cure, either through inoculation or through other medical interventions. In most cases, the infectious
disease that contributed to the deaths of these infants could have been either prevented through vaccination programs, or, once contracted, could have been effectively treated. However, in order to prevent
disease, parents first must have access to health care services and then utilize such services. Marshall (2003) points to the importance of utilization of health care in decreasing infant
mortality. In searching for the socio-economic factors that contribute to these deaths, Marshall reports that research has implicated the increased number of immigrants in many inner-city areas. These women generally
have no understanding of the health services that are available to them -- how to access health care or how to utilize it. They come from cultures where it is
