Discussion The United States, that bastion of liberty, has more of its citizens locked up, percentage wise, than any other nation on earth. At first, the mission of prison was to rehabilitate offenders and return them to a useful place in society, but that gradually changed. The "war on drugs" filled prisons with non-violent offenders who got caught with a joint, but the mood of the nation was vindictive and they were left sitting. Then came 9/11 and the "war on terror" and the country went into vigilante mode; with that came the idea that anyone in prison deserved to be there and that they werent worth much anyway. That in turn allows slip-shod practices to continue, because no one cares much and anyway, they deserve it. Add to all that the fact that our prisons are bursting at the seams, one result of the insane "three strikes" laws, and the scene is set for disaster. Problems seem to attach to the prison system simply by virtue of what it is. People entering the system "tend to have significantly higher rates of chronic health, substance abuse, and mental health problems than the general population," meaning that health care is a priority even before the individual enters the facility (Willmott and van Olphen 38). Prisoners are five times more likely to have HIV than the general population, and ten times more likely to have the Hepatitis C Virus (HCV) (Willmott and van Olphen). A major factor in the spread of these diseases in prison is the reuse of needles, a risky behavior that European prisons have addressed by "providing prisoners with condoms, clean needles and syringes" (Willmott and van Olphen 38).
