right of all people. This paper echoes that position. The paper suggests that neither employers

the resulting "crackdown" on Medicare policies and procedures. Though there has been great debate over how to manage health care in the US, it has been relatively recently that
the question has been raised that perhaps access to health care is not a right as has been assumed, but rather a privilege that belongs only to those who can
pay for their own care or arrange for a third-party payer to pay the bulk of the cost. The most obvious conclusion that
has come of the ongoing debate in health care is that we need to first define whether it is a right or a privilege. There are those who maintain
that health care is no more a right than is the "right" to drive fast cars (Marmor, 2000); far more subscribe to the view that access to health care is
a basic right of all people. This paper echoes that position. Rationale In the
early part of the 20th century and all the years before, health care absolutely lay in the realm only of the privileged, those who could afford to pay for it
directly. There was also far less effective health care available. Before 1900, doctors frequently prescribed a change of scenery or climate as treatment for various ailments, and a
