the states Medicaide program, the Department for Community Based Services, and the Department for Public Health (Kentucky Cabinet for Health and Family Services, 2009). Perhaps one of the most
important functions of the Kentucky Cabinet for Health and Family Services is insuring and overseeing emergency preparedness as it relates to health care.
While there are some governmental health care agencies like local health departments in Kentucky, most of the healthcare providers in the state are private businesses whose goal, in
part, is to turn an economic profit from addressing the health care needs of those that live in Kentucky. The Kentucky Cabinet for Health and Family Services, however, is
a governmental entity whose job is not to make a profit but rather to watch out for the interests of the states citizens when they need health care. This
