(Boddiger, 2006, p. 15). II. THE ELUSIVE COVERAGE The health care delivery systems primary role is to provide every citizen with the opportunity to obtain health care at a
reasonable cost and with predetermined care standards (Shi et al, 1998). This is hardly reality in Illinois, however, inasmuch as the middle class has become the new poor when
it comes to struggling to obtain enough - and sometimes any - coverage. Indeed, employers help to fill the void by offering insurance as a working benefit, but that
is not always a workable solution when employees cannot afford to miss a day a work in order to take advantage of the coverage. So the double-edged sword of
employer-financed health care insurance is not only going unredeemed by workers, but it is costing employers money to insure those who cannot take advantage of the necessary perk. Even the
states own Health Care Justice Act passed in 2004 did not provide the much needed leverage Illinois middle class residents needed to keep from falling below the poverty level in
