Under this program, roughly 1,700 providers, which includes a plethora of non-profit organizations as well as school systems, utilize close to $7 billion in federal funding so that poor families can receive educational services, child care, medical and dental care, nutritional supplement and other social services (Friel, 2005). Head Start centers are located throughout the states, the District of Columbia, Native American reservations, Puerto Rico and other US territories (Friel, 2005). Some of the most persuasive data that supports the Head Start program comes from a 40-year, 123-child study, which was conducted at the High/Scope Perry Preschool Project located in Ypsilanti, Michigan (Farrell, 2006). From 1962-67, Head Start teachers at this facility worked with 64 low-income African American children, ages 3-4, in the preschool and once-a-week in their homes (Farrell, 2006). This effort cost $10,600 per student, when costs are converted into 2005 dollars (Farrell, 2006). Forty years later, researchers compared the lives of these students with those of 59 demographically-comparable individuals who did not receive this special attention as a preschooler (Farrell, 2006). The results of this study indicate that the benefits of Head Start are remarkable. At age 14, close to half of the Head Start preschoolers were performing at grade level, while only 15 percent of the control group achieved grade level performance (Farrell, 2006). When the 1960s preschoolers reached their 40s, 60 percent were earning above $20,000 a year, while only 40 percent of the control group reached this economic marker. Furthermore, the Head Start preschool group, in general, achieved a higher level of school grades completed, had a lower involvement with illicit activity and reduced time spent in prison (Farrell, 2006).
