to the fiasco was a war, but aside from retaliation, there is a sense that such attacks must be prevented. Indeed, they cannot be tolerated. Since 9/11, Homeland Security has
implemented measures to render the United States a safer place to live. At least, that is what is thought to be the case. However, the reality is that the U.S.
is no safer than it was prior to the incident. Why? There are many reasons. It seems that while the organization has made many changes, there does not seem to
be a significant plan in effect that has substantially changed everything. One problem for example is the fact that no changes have been made to the chemical plants ("Failing on
Homeland Security," 2005). The problem there is that an attack on a chemical plant would cause enormous destruction ("Failing on Homeland Security," 2005). The same thing is important concerning nuclear
plants and other facilities that are not only likely targets, but venues that can cause substantial harm. Of course, anything can happen at anytime. Someone can board a bus with
a bomb as happens in Israel. Someone could go crazy and take a legally owned gun to Penn Station and begin shooting people. In fact, there have been a rash
of school shootings over the years. Schools realize that even when precautions are taken, it is difficult to prepare for anything. One has to ask then if terrorism is a
given, and the terrorists can do anything from flying planes into buildings to bombing vehicles to assassinating leaders, then is it reasonable to wonder if any precaution can be taken.
It is impossible to predict what will occur and there also needs to be balance. People do not want to live in a society where military men are on every
