just over three years later -- against all odds and against the expectations of many leaders in the country, Truman inherited a country with problems never before seen in Americas
history. Truman had to deal with a pattern of behavior from other countries that he did not readily understand and he did not recognize it as a pattern immediately. For
instance, until the Potsdam Conference, he still hoped to get along with Joe Stalin but once he recognized that was not going to be possible, he acted quickly and decisively.
During the next few years, he resisted the temptation and the advice to go to war. Had he followed the advice of military leaders he would have taken the country
to war against the USSR and China by 1948 (Landy 28). Truman met these challenges with the same type of political savvy
that he had used throughout his political career, with great statesmanship. Like him and his Missouri ways or not, Truman accomplished a significant amount in his seven years in office.
Landy expressed it very well in this way: "Trumans success in preserving the security of the free world in the face of Soviet expansionism ranks him, along with Churchill and
F.D.R., among the 20th centurys great statesmen. His task was even more daunting than theirs, because the threat to be countered was less palpable and the response to it needed
to be more measured. The cold war had no Pearl Harbor" (Landy 1996, p. 27). This cold war officially began when Stalin refused to join the other European countries in
their quest for reconstruction. This presented a new challenge for the President of our country but the Truman Doctrine, the Marshall Plan and NATO were cornerstones of this mans legacy
