initial formation, the increased membership brings great potential benefits, but there are also increased difficulties as more members join. To succeed the development needs to remain cohesive and harmonious,
otherwise benefits will be lost and stability threatened. This does not mean there is not room for disagreements, but models of political and economic development need to account for differences
and allow resolution or acceptance and tolerance of differences. If we argue that there should be cohesion and harmony we need to define these terms before applying them
to the EU. Cohesion may be defined as " act or state of sticking together; close union" (Dictionary.com, 2004). For any union there has to be this basic ability to
stick together. If we look at this in terms of a family, disagreements will not prevent most families sticking together, it is the way this is achieved that becomes important
as well as the ability to respect and support other members. If we look at the term of harmony this can be defined as "agreement in feeling or opinion;
accord" (Dictionary.com, 2004). It is important that this does not state total agreement. Here we can see that there can be agreement in feeling but not fact, divergence may help
a union to develop, but there has to be some accord in ideals. This does not even mean goals have to be the same, only that there has to be
similar feeling and opinion, this can be interpreted more as a value statement and a general approach where goals may be different but compatible (Pace, 1999). This gives a broad
