Mention the term "human resources" and what likely comes to mind is that place where people go during the first phase of a job interview. Once people
are hired, they dont deal much with "HR," unless there are some concerns about benefits, sick time, harassment or other issues. Human resources is that administrative area where all employee
records are kept - but not much else. For decades, human resources has been delegated to the backwater of administration; there for
certain duties, but not important in a companys overall strategic planning. However, as organizations and their environments continue to change, so does the need for comprehensive human resources planning. But
is it happening? Or is HR still hopelessly mired in its role of the 20th century, rather than moving into the 21st? To
answer these questions, well consider two issues. First, what role does human resources play when changes in external environmental factors occur? And second, what human resources practices can help organizations
gain and sustain a competitive advantage? What is Human Resources? To answer the above question, its first a good idea to define what,
