the 20th century, businesses and organizations began to wake up and examine their workforces, trying to build their employees so that they would have the best competitive advantage. Out of
this particular endeavor came the science of Human Resource Management, better known as HRM. The basic, working definition of HRM is based on "the belief that human resources are uniquely
important to sustained business success" (Price, 2005). When an organization uses its "human capital" effectively, the definition continues, it can gain competitive advantage, especially when it depends on the expertise
and ingenuity of its workforce "to meet clearly defined objectives" (Price, 2005). In short, HRM is the total package, involving everything from
recruitment, to hiring practices, to training, to developing key competencies, and to continue to motivate them through rewarding of performances (Price, 2005). HRM is also measurable -- generally employee turnover,
along with profit, tells if a good HRM program is working. Basically, HRM, and particularly strategic HRM (SHRM) is about how to match an organizations human resources policies and practices
with its strategies (Tompkins, 2002). But what about government which does not necessarily have to work for a competitive advantage? Can HRM
work in that context as well? The literature, as can be imagined, is somewhat mixed on this particular topic. Tompkins (2002) notes that while HRM is a good tool and
"holds considerable promise" for boosting performance of a governmental workforce, the concept needs to be broadly defined, and this is part of the problem with implementation of HRM into a
