however, are general enough to hopefully overcome this. Unemployment Despite the fact that the economy worldwide has been in an economic slump, many
of the Western nations are facing what they faced in the mid-1990s; namely that, with unemployment continuing to be low (even as the demand for labor increases), challenges continue to
be presented to human resources personnel as it comes to recruiting, training and maintaining their staffs (Anonymous, 2005). Experts indicate that this has been an ongoing challenge, so that by
now, employers should have a plan or a combination of measures to help keep existing staff happy, while working hard to recruit more staff (even to the point of bringing
in overseas workers to fill vacancies) (Anonymous, 2005). There are problems, however, with the latter, as well see later on in this paper -- not everyone in the U.S., for
example, is in favor of giving out jobs to others who might not be in the United States. Employees, in the meantime, will
likely have to continue working harder to drive up productivity as well (Anonymous, 2005). But despite everything, during 2004, it was found that employers continued to have problems continuing to
