housing solutions for homeless individuals (Bernardi, 2002). HUDs programs provide for a variety of supportive services like job training and mental health assistance (2002). While that is the
case, homelessness is still a problem in many urban areas. HUD also supports the idea of economic growth in deteriorating neighborhoods and also helps local communities to meet their
developmental needs ("HUDs," 2002). The program began in 1965 but as early as the National Housing Act of 1934, there was some input from what would one day be
known as HUD ("HUDs," 2002). In 1965, the Department of Housing and Urban Development Act of 1965 actually made HUD an official Cabinet-level agency (2002). When after the
riots of 1968, the Civil Rights Act was passed, housing discrimination was outlawed and HUD was given the responsibly of enforcement (2002). Also, in respect to achieving affordable housing, the
Housing Act of 1968 created the Government National Mortgage Association (Ginnie Mae) which would expand availability of mortgage funds for those moderate income families through the use of government guaranteed
