of the Project There is indeed a fundamental problem within the medical community, which puts a vast number of lives at risk

important issue in our society. Therefore, the purpose of this study is to investigate the legislation, to understand its history, and to place the current legislation in perspective in
terms of how it addresses this fundamental societal problem. Does this current legislation serve to help doctors escape punitive action or does this legislation help patients by keeping medical
