Bulletin of the World Health Organization, 78. Gwatkin introduces the subject by saying that there is new research on the topic which shows inequities between rich and poor, but
also in the introduction spouts the idea that no amount of research will make a difference anyway. Just as people who organize, brainstorm and think a lot about a problem,
analysis does not make a difference. Action does. This is the point that the author tries to convey from the outset. Gwatkin provides a sense of the history of the
topic by relaying the fact that the problem was addressed a bit in the 1970s and 19780s and then fizzled. However, it is making a rebound. Today, people are exploring
the inadequacies of the health care system. There had been a trend, according to the author, to extract health care for all but lately the idea has been to focus
on the challenged groups that need health care but do not often receive it. That is, attention has been turned to the poor along with health sector reform. As the
article goes on, the author makes the point that the real issue is not health care at all, but poverty. She says: "...it must also be recognized that, although the
health sector is not necessarily the most important channel for dealing with inequalities, it is the field in which health professionals have the greatest expertise and thus a comparative advantage"
(Gwatkin, 2000, p.78). This is a good point, prompting the author to conclude that while health care is one thing, it is something that only leads to the question of
poverty and whether or not poverty is something that should be tolerated. She brings up Rawlsian theory and the idea that a good society should fairly distribute resources. This is
