Because of this, support for gun control will continue to rise. Actual legislation is difficult to obtain however because of the influence on government and the strong membership of the National Rifle Association (NRA) which continues to maintain a great deal of control over politicians and policy and who validate their opposition to gun control by referring to the Second Amendment in the Constitution as their "right to bear arms". Fatalities from guns have decreased in the last decade even though gun ownership has increased. Despite this fact, the United States still has an overwhelming higher handgun fatality rate than any other Western country. In the United States, the issue of gun control originated during the colonial times when classes of persons considered ineligible for citizenship, the native populations and the slaves, were specifically excluded from the right to own guns based on the grounds that they were considered untrustworthy or prone to violence or incompetent (Stell 2001). Eventually many blacks became freemen but were still not considered to be citizens but a gun act was passed to allow "free persons of color" gun ownership but under strict control regulations because they were not considered citizens. Gun control has always fallen under these two conditions; namely, common sense, in which guns should be kept away from untrustworthy people and, political philosophy where the distinction between partial and equal citizenship is consider equal in a countrys laws (Stell 2001). Issues today which relate to the debate around gun control often assume that since the purchases of guns each year has increased, it must also be true that the incidence of fatal firearm accidents are increasing as well which is actually not the case.
