attacks that were perpetrated in September 2001 against targets in the USA. Meeting in an emergency session in mid September, in Riyadh, Saudi Arabia, GCC foreign ministers agreed to
support the aims of the developing international coalition against terrorism (Europa Publications Staff, 2003, p. 1299). Adding teeth to this support was
the allowance of capital punishment within Sharia law as a means by which to attain retribution for such crimes against humanity. The reason Sharia law exists in the Islamic
world is to cultivate and perpetuate a sense of unity where jurisprudence is concerned, otherwise known as the ongoing quest for natural law and natural rights (Anonymous, 2005). Mans
