In 2002, Deborah Marchini, CNNfn News Anchor stated that while teacher shortages are problematic throughout the nation, disadvantaged neighborhoods like many in New York City, have an additional problem, a shortage of guidance counselors. Marchini (2002) argued that there were approximately 450 students for every 1 guidance counselor, in comparison with the national average of 1 guidance counselor for every 130 to 300 students. The lack of an adequate number of guidance counselors in urban public schools has the potential for long-term impacts, including, but not limited to: a decline in the number of urban minorities attending college; increasing interpersonal violence in the educational setting; a lack of access to external resources for appropriate recreation, career support and college preparation; and an inability of schools to respond to the emotional, psychological and psychosocial needs of the student population. Declining numbers of guidance counselors in urban schools is a direct result of cost-containment efforts implemented in the 1990s. In April of 1995, reports of New York Citys response to a funding squeeze and a perennial shortfall in state aid resulted in the reductions in guidance counselors at the same time that an increase in services was needed (Hensley, 1995). At that time, then Mayor Rudolph Guiliani proposed a $350 million cut from the citys contribution to school funding, while Gov. George Pataki called for a freeze in education support (Hensley, 1995).
