Is graffiti art or vandalism? It occurs in every country in the world, and has been part of human society since the beginning of time; there is graffiti on ancient
ruins. But whether it is art or trash depends on "whom you talk to, the type of graffiti and where it appears" ("Controversial Urban Art"). Graffiti has been criticized harshly
for a very long time, but now is starting to earn respect from "some municipalities, art galleries and city dwellers" ("Controversial Urban Art"). Others remain unconvinced of graffitis value, seeing
it as a threat to the "survival of entire communities" (Koch). They see graffiti as a sign of deterioration and a minor crime that then invites major crime to move
in (Koch). (This argument is the "slippery slope" argument, that one event will inevitably lead to another, worse, event.) However, the fear expressed by many people with regard to graffiti
is quite real, since they see it as the outward expression of significant gang activity. But the purpose of graffiti is "to send an expressive message to the reader, whether
it is a political, social or personal view" (South). Whether it is vandalism or not may well depend on whether the property owner has given permission to have his wall
used as a canvas for this wide-spread street art. Who determines whether graffiti is art or vandalism? Former Mayor Lindsey of New York City came down firmly on the "graffiti
