good business practice, he or she will fail. The first place to look for assistance is the U.S. Small Business Administration (SBA). In fact, this is the only government
agency dedicated to helping a person or a group start a business. The SBA is "an independent Agency of the Executive Branch of the Federal Government" (SBA, Financing, 2003). This
agency provides four primary types of assistance to small businesses: "Advocacy, Management, Procurement, and Financial Assistance" (SBA, Financing, 2003). Financial assistance is "delivered primarily through SBAs Investment programs, Business Loan
Programs Disaster Loan Programs, and Bonding for Contractors" (SBA, Financing, 2003). The mission of the SBA is to "Maintain and strengthen the nations economy by aiding, counseling, assisting and protecting
the interests of small businesses and by helping families and businesses recover from national disasters" (SBA, Mission, 2003). The SBA also recognizes that it is small businesses that drive the
nations economy. In fact, 99.7 percent of all employers are small businesses and they employ just over half of the entire private sector work force (SBA, Statistics, 2003).
