really shocked?" (Sutter, 2005, p.3). This is a troubling statement as authors suggest that the situation is par for the course. It should also be noted that some of the
information to come from the article is shocking. For example, there had been an actual exchange of cash in a washroom (Sutter, 2005). These tid bits of information provide credibility.
Certainly, there are enough details for the author to make a case. There is the suggestion that corruption in government is common in Canada. More information is gleaned from the
article, such as the fact that in Toronto, free services have been given to political parties during election time (Sutter, 2005). There are rewards if government accounts are given to
certain advertising agencies (Sutter, 2005). The article goes on to attempt to explain why this is the case. It seems that this "cozy" relationship has existed for some time
in different parts of Canada. In respect to government accountability, this article argues that there is much corruption in Canada in this regard and no one should really be
surprised as to what comes from the government. At the same time, this piece attempts to explain the problem by suggesting that the dilemma is attributable to party politics.
The authors view on the subject of government accountability seems to be somewhat concerned but also rather accepting of the status quo. Someone who takes an opposing view might be
