Medical Center, which has an outstanding reputation in the region and a distinguished history. It was founded in 1856 and is located in Norfolk, Virginia ("DePaul"). As with all
hospitals and healthcare facilities, the DePaul Medical Center is subject to the regulations imposed by governmental agencies, both federal and state. In Virginia, the Virginia Department of Health (VDH)
is the governmental agency that bears the responsibility for ensuring public health and it is vested with three primary responsibilities, which are "Rule making authority...Decision making authority...(and) Enforcement authority" on
all matters pertaining to healthcare (VDH). The authority of the VDH derives from the effect of law, specifically 12 VAC 5-381, which identifies this as the VDHs most significant function
(VDH). This agencys decision-making authority entails a "quasi-judicial" structure that relates to the "issuance, non-issuance or revocation" pertaining to practicing medicine within the State of Virginia and this agency also
determines the "status of terms" of licensure (VDH). The enforcement authority of the VDH entails the power to investigate any healthcare facility in order to guarantee consistent compliance with the
