the individual making the judgement, good enough governance may be argued as the approach that will meet the stated goals of a particular administration is a way that is acceptable
to the government and the electorate. When assessing wealthy countries, with more resources the standard of governance needs to be against stated and expected goals and in line with expected
norms, ethics and values. This concept of good enough governance is the state where there are the minimum standards meet, so that the governance is not hindering social or
economic development, and as such the application is equally appreciable to wealthy as well as developing nations,. But this also helps with the identification of the ways that governance may
be adopted and adapted in developing countries to improve the performance and support social and economic development, not by looking at ideas, but looking to remove the barriers and improve
areas that do hinder development. For government and governance to be at a minimal acceptable there should be no hindering to economic development, which is often needed to lead
to social development as a result of the revenue and investment needed (Nellis and Parker, 2000). Grindle and Hilderbrand (1995) argue that rather than the usual economic intervention, some of
the key areas of attention to help create increased capacity to support economic development are the internal factors of the civil service, such as the culture, good management and good
