economy, we shall need to consider the phenomenon of globalisation itself, and then relate its impact to specific areas of the Australian economy, and the changes which have taken place
in the countrys economic structure and policies over the past few decades. First of all, we can look at how globalisation is defined, and the kind of impact it is
likely to have on both more affluent nations and those which are developing. For instance, Charlesworth (1998) makes the point that one can distinguish
between globalisation from above and globalisation from below. In the case of the former, there is an increase in the influence of multinationals and financial institutions dominated by Western interests,
such as the World Bank; the latter, on the other hand, involves the development of a global community which prioritises human rights, the protection of the environment, and other issues
which can be seen as common to all on an international level. These issues are considered in more detail below, in relation to the ideas put forward by Bryan and
Rafferty (1998). As Patten (2000) points out, the concept of globalisation itself is not new, since if one looks at the pattern of
trade, immigration and overseas investment a century ago, the same trends can clearly be seen, albeit without the benefit of modern technology. The difference in the present day, he asserts,
is due to the "triumph of liberal economic ideas" (Patten, 2000) alongside the impact of technology in terms of reducing costs and improving communications. For most people, he states, this
